Merge rules

Each source maps its native columns into canonical fields. Lower priority numbers win when two sources provide different values. Every observation remains attached to the record with its source URL and observation date.

These regulator records do not establish procedure availability, board certification, practitioner skill, a physician-facility relationship, outcomes, provider price, safety, or quality. Separately displayed ASPS national ranges are surgeon/physician fee benchmarks, not listed-provider or total-procedure prices. Colorado public-action fields appear only when DORA publishes an action row; a missing field is not a finding of no discipline. Map points use published mailing or facility ZIP-area centroids.
